Diplomatic academy of Peru Javier Pérez de Cuéllar

The Diplomatic Academy of Peru Javier Pérez de Cuéllar (ADP) it is the top-center of professional training and research of the Ministry of Foreign Affairs. It is the only means of access to the diplomatic career and is responsible for the comprehensive training of the aspirants to the Diplomatic Service, as well as the continuous improvement of its officers.

The entry is performed in strict order of merit, through a public tender annual, going on 7 tests and to reach one of the vacant set by the Ministry of Foreign Affairs.

Founded in August of 1955, the ADP has trained more than 1175 diplomats until the end of 2024, and at the end of the TWENTIETH Century, all of the career ambassadors in Peru, in a situation of activity, were graduates of the institution. Now all diplomatic officials peruvians are.

The Academy began operations in April 1956, under the direction of the eminent diplomat and jurist, Ambassador Alberto Ulloa Sotomayor. Since its inception, ADP has had 34 directors. The current holder is the Ambassador Julio Garro Galvez, who took office on September 1, 2023.

Among the proponents of the ADP stands out when Ambassador Peter Ugarteche Blight (1902-1971)who , within the foreign ministry and in numerous publications, from the end of the 1930s advocated by the early foundation of the Academy Diplomatic Peru. The doctor Ugarteche was Director of the Academy in the second half of the 1960s.

Our History

  • 1955: By Supreme Decree No. 326, August 18, 1955, signed by the Chancellor, Dr. David Aguilar Cornejo, is the basis of the Diplomatic Academy of Peru and is approved for its first Regulation.
  • 1956: The ADP starts operations under the leadership of its first Director, the eminent diplomat, lawyer, professor, author, ex-Minister of Foreign Affairs and ex-Senator, Ambassador Alberto Ulloa Sotomayor. (1892-1975).
  • 1958: Graduation of the first class of the ADP, “Raúl Porras Barrenechea”, which had as a graduate the first woman diplomatic career, Martha Reynoso Castañeda. Just A few years of graduating, according to the laws of the time, Martha Reynoso was retired from the Diplomatic Service, for having married with a young colleague.
  • 1994: Enter the first promotion that is studying for the Master's degree in Diplomacy.
  • 1995: He graduated the first class with a Master's degree in Diplomacy.
  • 2004: Transfer of the Academy to its current headquarters, the “House Ambassador Igor Velásquez Rodríguez”
  • 2005: It is established that the Academy confers the Title of a career Diplomat, as well as a Masters Degree in Diplomacy and International Relations.
  • 2011: The institution adopted the name of “Diplomatic Academy of Peru Javier Pérez de Cuéllar” as a recognition of the illustrious peruvian ambassador, two-time Secretary-General of the United Nations, ex-President of the Council of Ministers, ex-Chancellor of the Republic, among other senior positions he held in Peru and abroad.
  • 2015: The Master's degree in Diplomacy and International Relations, ADP is recognized by the National Assembly of Rectors.

Awards and Benefactors

  • The property occupies the ADP has the name “House Ambassador Igor Velázquez Rodríguez” as a gesture of gratitude to the distinguished diplomat peruvian (1933-2005), who selflessly donate the funds to the adqusisición of the property for the use of the institution.
  • Another benefactor has been the Ambassador Gonzalo N. de Arámburu and Roses (1899-1980), who stipulated in his will that at the death of part of its assets were allocated to the constitution of a foundation to support the work of the Diplomatic Academy of Peru.
  • Awards to the best students of each promotion they have the names of those illustrious benefactors.

Academic Programs

  • Master's degree in Diplomacy and International Relations: A two-year program that combines both theory and practice, recognized by the university system of peru.
  • Courses: Addressed to officials of the Diplomatic Service of Peru, that are mandatory within the career plan and taken into account in the process of promotions. Considering that a good part of those officials are carrying charges on the outside, such courses are taught in a virtual way, in coordination with the General Office of Human Resources of the foreign ministry.
  • Student exchange: On the basis of agreements with their governments, the ADP receives foreign students, who perform studies of one year or two years in the Master along with the aspirants to the diplomatic service, which allows students to exchange experiences with colleagues from other countries.

Training of excellence for aspiring Diplomatic Service

The studies in the Academy leading to a master's degree. It has a duration of 4 semesters (2 years), and requires full-time dedication of the students during their studies at the Academy.

The ADP has a qualified faculty, with a curriculum organized by skills.

The satisfactory completion of two years of graduate studies, upon substantiation of the thesis, graduates of the ADP receive a double degree:

  • The degree of “Master in Diplomacy and International Relations”, recognized by the university system
  • The professional title of “Diplomatic(a) of the Race”.

Then, are enrolled in the Ranks of the Diplomatic Service with the rank of Third(a) Secretary(to).

After two years of being admitted to the Diplomatic Service, the young officers are appointed to serve in the missions of Peru on the outside:

  • Embassies
  • Consulates
  • Permanent representations to international organizations

Full Experience

  • Extracurricular activities: Students participate in seminars and conferences on the field of diplomatic endeavor that offer regularly recognized specialists peruvians and foreigners.
  • Study tours: To complement the lesson plans, annually students take field trips to various regions of the country, in order to make direct contact, on the ground, with the national reality.
  • Professional Practice: Between January and march of each year, the students who have completed the first year of the Master made professional practices in the different offices of the Chancellery, as well as in the missions of Peru on the outside.
  • International Events: The Chancellery provides students the opportunity to participate in international events of relevance.
